Abstract:The cyberspace is increasingly recognized as the fifth operational domain after land, sea, air, and space by the nations of the world. In order to gain and maintain the world’s leading military advantages like other operational domains, the United States is making great efforts on cyberspace operations capability construction. This paper proposes the U.S. capability construction framework on cyberspace operations, and summarizes the main practice of U.S. capability construction on cyberspace operations in recent years from eight aspects: strategic planning, operational forces, operational theory, operational training, weaponry, battlefield basic environment, talent training, and combat alliances.
