The command and control of space information support is a challenging task, as it is faced with issues such as the absence of a unified platform for requirement integration, data collation, and fusion, decentralized data type and product management, and disarray in the provision of client-side information security services. The problems were herein investigated, and the resulting insights were used to construct a model for SIS command-and-control tasks. The tasks were then analyzed. Based on the concepts of system design, the functional requirements of a SIS command-and-control platform were delineated from the perspectives of space information providers, space information users, and space information system managers. A detailed study was then conducted on the constitutive components of the SIS command-and-control platform. In accordance with the “resource + service + application” design, the bottom layer was designated as the resource layer (i.e., the shared basic platform), the middle layer as the services layer that provides support for software integration, and the top layer as the application layer, which provides support for the technical and physical frameworks of all types and classes of client systems. In summary, our study clarified the WHATs and HOWs in the construction of SIS command-and-control platforms and is therefore expected to serve as a theoretical reference for their design.
