    摘要:

    我国民用运力资源丰富。自2020年7月1日零时起,预备役部队全面纳入军队领导体制,改由党中央、中央军委集中统一领导。在此背景下,本文对民用运力动员的含义进行了深入剖析,分析了民用运力动员的主要任务和战区陆军部队对民用运力动员的要求,指出了预备役部队民用运力动员所面临的矛盾和困难,提出了推进民用运力动员的几点对策,如健全法制、加强军地互联互通、增强动员指挥体制与作战指挥体制融合以及编制与现役部队相一致等,以期为进一步提高战区陆军预备役部队民用运力动员能力,提高军队战时运输保障能力提供参考。

    Abstract:

    At present, the Army reserve forces are required to mobilize enormous civil transport capacity to compensate for the Army’s limited transport projection force. From July 1, 2020, the Reserve Forces’ leadership system will be incorporated into the Army’s leadership, a centralized system controlled by the Chinese Communist Party’s Central Committee and Central Military Commission, suggesting substantial changes in the reserve forces’ mode of operation. In this paper, we expound on the concept of civil transport capacity mobilization, define the main tasks of civil transport capacity mobilization and relevant requirements of the theater Army forces, identify the dilemmas and challenges in mobilization, and propose several countermeasures, including building a sound legal system, strengthening military-civilian connectivity, enhancing the integration of mobilization and combat command systems, and staffing adequately in line with the active forces. The measures could further improve the Army Reserve Forces’ ability to mobilize civil transport capacity and provide transport support to the Army in wartime.
