The relationship between standardization and technological innovation has been studied for nearly a century globally. It is generally believed that standardization contributes to the accumulation of technological knowledge, improvement of innovation efficiency, and diffusion of innovation. Given the high strategic importance of frontier technologies, their sizeable industrial scale, high risk of research and development, interdisciplinary integration, diversified development paths, and scarcity of innovation resources, the relationship between standardization and frontier technology innovation, compared with that between standardization and traditional technological innovation, can be represented by a particular network with participant coupling and product synergy. By dividing the participants in standardization and frontier technology innovation into several general groups, comparing their life cycle development and phased achievements, we present our understanding of the interaction between standardization and frontier technology innovation. Considering standardization as a strategic instrument and public good that are widely compatible, we believe that it should be tapped to guide the military application and innovation of frontier technologies, create synergy in integrating innovation resources, and promote the application of innovation outcomes. National defense frontier technologies could boost the development of novel combat and support forces, thereby landing a surprise and decisive blow.
