With the increasing threat of “hybrid warfare” after the end of the Cold War, there is an urgent need to improve security measures and deploy more security check facilities for civil defense works and other types of urban security facilities to prevent and control hostile terrorist attacks and rear sabotage. In wartime, civil defense works must be far more efficient in access control than subway facilities. However, given the limited space at the entrances and exits of civil defense works, existing subway security inspection measures cannot be applied without modification. In this paper, in light of the security standards, security inspection procedures, and inspection technologies for civil defense works, the combination of new inspection technologies with a novel inspection procedure of “tiered inspection and separate screening of people and baggage” is proposed. The analysis shows that with confined space in access control areas, the deployment of separate and tiered screening gateways for people and baggage is an economically reasonable measure to ensure screening quality while meeting access control efficiency requirements. The civil defense works capable of providing shelter and meeting security check requirements are indispensable in countering the threat of hybrid warfare, contributing to China’s overall national defense capacity.
